Describe the bug
I can break stone by hand without any tools.

To Reproduce
Steps to reproduce the behavior:

1. Place stone
2. break stone
3. get pebbles

Expected behavior
get nothing out of stone while breaking with hand.

Version
Minecraft Version: 1.16.5
Forge Version: 36.2.8
Ex Nihilo: Sequentia Version: 1.16-20211003171151

#259 might fix it.
