Add Tinker's Construct support/Add a way to get cobalt

Is your feature request related to a problem? Please describe.
Yes. In my Skyblock world, I am unable to get cobalt in Tinker's Construct. This means:
- No smeltery fluid I/O
- No plate armor
- Some modifiers are unreachable
- No hepatizon/manyullyn/queen's slime
Describe the solution you'd like
A new Tinker's Construct addon for Tinker's Construct support that enables you to get cobalt ore chunks.
Cobalt ore is usually found in the nether, so maybe it should be achieved by sifting crushed netherrack.
Describe alternatives you've considered
It's possible to get cobalt using Industrial Foregoing's laser ore drill, but it's much more complicated than Ex Nihilo's sieves.
It may be possible to make cobalt ore chunks using CraftTweaker, but I haven't tried it.
