Hello!
I've just run into this same problem. I've been using REI during pack development and only after the 5.0.0 build-6 update has my game crashed on load due to a requirement of JEI specifically. Can this issue be looked at again to allow only REI without JEI installed?

Thank you!
@Darkosto i've forgotten to previously update my first post but this bugs happens because of REI Plugin Compatibilities which uses a fake version of JEI to support more plugins if you aren't depending on a JEI plugin you can remove it temporarily do note that if you do so REI won't display ex nihilo sequentia recipes
@eldritch-cookie Hey! Yup, I figured that out too but unfortunately it makes REI very unusable due to much more missing from the recipe GUIs. I currently swapped back to JEI until this issue is revisited, but I've discovered JEI has many issues too so it's not much better from a feature standpoint. Thanks for the update!!
