This can be repeatable by setting your FOV to <53, zooming out and panning the camera.

This has been tested without any additional mods installed on 1.21.1 on both Fabric & Neoforge

In this video I show myself changing my FOV lower and lower, always panning to the left, and once I lower it enough the sensitivity starts to slow down, and eventually inverts my sensitivty.
