I've found that when using the locking rail, and it is not powered, carts will stop when just touching the leading edge of the rail vs. stopping on top of it. This causes problems when trying to use something like a Mana Pump (from Botania) that needs to offload something from the cart since the cart doesn't quite make it far enough into the rail to allow the pump to function.
