Every time I open fabric-api-0.17.0+build.386-1.16.1.jar nothing seem to happen i tried re installing java but that didn't seem to do anything I am at a lost not sure if its on my end but if you have any questions or advice just reply to me and ill get back to you as soon as i can.

The Fabric API jar is not actually meant to be run. You should put the jar file in the mods folder on a Minecraft instance where fabric has been installed.
