Allow built-in Resource Packs to have non-Identifier names

Currently built-in resource/data packs are limited to having their display name be an identifier. These names can kind of be confusing for end users because of the restrictions on characters that you can put in identifiers. Ideally we should allow developers to assign different display names to the built in resource packs whether that be through translatable text definitions in the core mod resource pack, or through a static string in code.
