The FabricBlockSettings class does not have corresponding methods for the method_43281 and method_43284 methods

In Minecraft snapshot 22w15a, offset types are controlled by a predicate in block settings. Two new methods were added to support this change, but these methods do not have FabricBlockSettings equivalents for ease of use.
