This issue exists to track progress and tasks for Resource Loader v1.

The first goals of Resource Loader v1 is to provide feature parity with Resource Loader v0 and fix issues.
Then look into:

• merge in resource conditions
• provide a way to provide resource packs (#1373)
• improve events
• and more.

To reach feature parity:

• Load mod resources
• Built-in resource pack API
• Resource Reloaders (tracked by #2577 as well) (PR: #4770)
• Events

A first PR has been opened, which setup the module and reworks resource reloaders: #4770.
