
[Feature]: Cooldowns counted separately

Description
Cooldowns override each other, and if I get a cooldown from using an abyss watcher, I can't use my waystones that have 0 cooldown. A few options I wanted:
Items have cooldowns, but waystones don't
Getting hurt triggers a 10 second cooldown for travel
Problem: can't use waystones when items trigger cooldown and getting hurt overrides other cooldowns setting it to 10 seconds
Describe the solution you would like
Add an option to count cooldowns for items separately. The cooldown for getting hurt shouldn't override other things.
