With the feature creepers explode when on fire enabled most charged creepers will not survive creation as they will be lit on fire if created by the lighting and explode immediately after. While this does not make it impossible to obtain or encounter them this makes the chances of a player finding them naturally occurring lower. This issue should affect both the Forge and Fabric version but I have selected Fabric as it's the version I use.
