([1.18.2] v3.0.2) Creepers can't climb prevents player climbing / ladders

Test setup:
Fresh fabric install, fabrication 3.0.2 for 1.18.2, just go into flatgrass and make a ladder on stone or anything, enable creepers can't climb, you can't climb anymore.
nvm, dupe of #542 that didn't show up for me for some reason when searching
