[1.19.2] Faction battles spawning with no opposition? +banners not named?

in the latest version on 1.19.2, I've been playing a world for a while, and more often than not I'll have faction battles turn up somewhere nearby within a fairly heavily wooded biome on which I've made a nice clearing on a hill.
I often get faction fights trying to spawn nearby, but only one faction out of the two will actually spawn in. i'm not sure if this is just cause they can't find enough spatial clearance to spawn in things like ravagers, endermen or hoglins etc from the pure default factions?
But it just happens. I'll hear the goat horn trumpet noise, but one will be instantly played again a tick later and it'll sound like an echo resulting in an instant lost more times than a battle will actually occur. Usually the winners will still keep exploring nearby, usually some scattered simple undead in helmets or a zombie piglin or two.
They didn't have too much trouble spawning near me on the gravel beach and surrounding ice spikes biome. But seems they don't like the wooded area in the alpha hills biome of the regions unexplored biome mod.
Secondly and less pressingly, there seems to be some localization oofs going on with the banners again? The illager banner is for example spawning as a "white banner" but textured etc when it's dropped by enemy forces.
