is it possible to make certain tools do the shift down method while have other tools do the instantaneous method (ie a diamond or netherite axe?)

This isn't possible. These settings are global to every tool (axes or whitelisted).

And I'm not really sure if I want to make it configurable per tool. This would be the configuration even more complex than it already is.
