Describe the feature

Currently "Leaves breaking: off" only affects "Break mode: Instantaneous", but it would be lovely if it also prevents leaves from being turned into falling blocks in the FALL_ITEM, FALL_BLOCK, FALL_ALL_BLOCK modes. This is especially nice when using with immersive weathering mod, as they have their own leaf falling mechanic.
