Make the Enchantment only apply to axes

Describe the feature
Instead of the supported items being “#minecraft:enchantable/mining_loot”, I think it would be more appropriate to make it “#minecraft:axes”. Not just because it makes sense, but also to stop the enchantment from being cast to pickaxes. Because minecraft:block_experience is set to 0 when mining coal ore with my Pickaxe with chopper in it, I get no XP.
Never saw this tag existed. Will change it with the next release as it's nothing major.
