Describe the bug

As described in #396 (comment), config changes do not take affect until after world reload.

There was a fix for this but it no longer appears to be working?

Updated to 1.21.5.6 based on feedback from #873 (comment) but still appears to be occurring.

As you refering to modifying the configuration by editing the file, or through the GUI ?
