"Is Any Effect Active" requirement isn't working

Describe the bug
When you select the «Is Any Effect Active» requirement with the «Opposite» mode, nothing happens

To Reproduce

  1. Go to 'Image'
  2. Click on 'Loading Requirements'
  3. Scroll down to 'Is Any Effect Active'
  4. Click on 'Opposite'
  5. See error

Expected behavior
The image should not be displayed in the presence of any effect
