Describe your idea
Currently the only way to change a layer's order is to click the arrow button before the layer's name, this will be very hard when a layout has a large number of layers. Everytime when you add a new layer, it's added on top of the layers, so it's a nightmare that we could only click the arrow button one by one to move it to a different order...

So, a good idea is to make the layer draggable, just like what Photoshop does. Oh, don't forget the situation when user select more than layers at once! Make all selected layers draggable at same time is also very important. (And I guess the arrow buttons are not needed anymore then? Maybe you could replace the arrow button with an eye button to enable/disable the layer.)
