Remove "Run System Command" and "File Download" actions from base FM and move them to an optional addon

Makes it more obvious that this feature is used.

The addon checks if MC is ran on a new PC and if so, displays a warning on launch that lets the user enable/disable the action
- Warning gets shown every time MC gets started if the user didn't close the warning manually by clicking on either enable OR disable
- Tell the user that this feature could be used in malicious ways
- Tell the user that disabling the feature could also make parts of menus not work

Starting with FancyMenu v3.1.7, actions that interact with the user's system are in a separate addon called "FancyMenu System Interactions Addon".
