Same behavior is observed when using pistons to break pumpkins

Same for me, same setup except for Neoforge 21.1.93

I consider to this to be a nice change to be more in line with how melons function
taking that functionality away would more or less create inconsistency again

I think piston breaking it should still drop whole pumpkins to make it more consistent with vanilla minecraft. There should be no justification why block breaking behavior should be altered and adding this change will make it impossible to automate farming whole pumpkins
