this is a bug with ForgeRocks (see DaMatrix/ForgeRocks#1). it can be solved by installing both the 32-bit and 64-bit versions of MSVC++ Redistrubutable 2015 from https://www.microsoft.com/en-us/download/details.aspx?id=48145
