The answer is fp2 as an actual spigot plugin is not possible (Using Orion/Ignite makes it into a mod not a spigot plugin)
but using fp2 alongside spigot plugins is possible

No, when the “abstract everything” rewrite is done it should be relatively easy to port to new platforms, like Fabric and Spigot. I don’t know if DaPorkchop_ will do this, but it’s definitely possible

I don’t see why that makes it useless though, a Spigot server side plugin would be extremely useful so Spigot plugins can be used
