Rough LOD (on the left and right) would present a closer approximate of vanilla terrain if it could be coloured based on the expected presence of snow.

If #8 includes the exact rendering of minecraft:snow (as shown missing on the trees in the center), these would go hand in hand.

For clarity - fixing the rendering of partial blocks #8 will also mean that lod generated using a rough generator will have accurate snow coloring?

not sure what you mean by "snow coloring" - ideally, it would simply be able to render the snow layer as the surface block (instead of grass)
