okay, my next guess would be that it's some other mod conflicting with fp2 somewhere. does that still occur if you remove all other mods except fp2 and its dependencies?

nope
in that case this is certainly a mod conflict, and there's not much i can do to fix it without knowing which mod is causing the issue. would you be able to do the binary search thing (the one where you repeatedly remove half the mods and launching the game to see if it works) and get back to me once you've narrowed it down to one specific mod?
nvm, that was an issue with a better fps setting, so better fps isn't the mod that is conflicting
other people in the discord server have experienced this as well and managed to narrow it down to a conflict with Dynamic Surroundings, can you try removing that and see if it still occurs?
I've tested this with Dynamic Surroundings, and can confirm it is the mod causing conflict. Additionally, sound filters does not cause the strange missing water effect, while achieving a similar effect that dynamic surroundings does. However, breaking blocks does not play the normal animation of block breaking. I'm not sure what causes that, but it seems worth mentioning.
