Im on the latest quilt standard libaries which only provide 0.14.8, that would be really appreciated

you can just edit the fabric.mod.json

I want to encourage people to use fabric mod loaders. So this won't change.

I develop for fabric. Quilt support is just a bonus, not my priority.
