Adding config option on client to disable the particle affects from the feather effect - 1.19.2 forge

when you are in a cold biome, you get the cold effect. The particle bubbles from the effect are not the same as potion effects. They are quite annoying to have when you are in a cold biome for a while. It would nice to have a client config option to toggle it off
