Issue (The better the description the better i can solve the issue):

I found a slight bug, I have a large area claimed for a city, so use sub-claims for players housing/shops. One of the players set their shop to can stay off and when someone goes into the sub claim area, they get pushed all the way out of the main claim. If this could please be looked into as some of my players would like their houses to not have can stay but want to be in the city lol

Steps to reproduce:

claim an area, and put a sub claim inside with can stay off, have someone go into the sub claim.
