Description

When mobspawn is changed from ALLFALSE to ALLTRUE in the globalDefaultPerms section of the config, mob spawners across the MC world will not spawn mobs---mobs will continue to spawn normally otherwise.

Steps to reproduce

1. Change "MOBSPAWN": "ALLFALSE" to "MOBSPAWN": "ALLTRUE" in config file
2. Save config and restart the game. Mob spawners will no longer spawn mobs
