Issue (The better the description the better i can solve the issue):

The claimtools (default stick and golden hoe) can completely go around any rightclick action permissions the claim may have.
For example: you can open a container, fencegate etc. in a claim that you don't have the permissions in - as long as your holding a claim tool.

Steps to reproduce:

Create a claim, place some chests or other blocks that can be rightclicked, and transfer it to another player.
Now try to rightclick these blocks whilst holding a claim tool, and they should open.
