Can't turn off the option to edit Potion Effects

Description
Hi! The players on my server can edit potion effects in a claim even without an /op while "flan:edit_potions" is set to false in global default permissions. This led to an issue where players can give themselves 99 Resistance, Strength and Regeneration and insta kill bosses and what not. Is there a way to prevent this?
