The MeleeTime property doesn't work in the configs.

Steps to reproduce the behavior:

1. Set MeleeTime for a melee weapon to any amount of time.
2. Spam click mobs regardless of it being 1 or 20 or 200.
3. ???
4. Profit

Expected behavior
It works and prevents players from spam clicking melee weapons.

• Forge: forge-14.23.5.2838
• Flan's Mod: 1.12.2-5.6, but really any 1.12 version
