Player cannot exit scope view/iron sights while shoot delay is in effect

This issue is most notable on bolt-action guns. While the bolt is being cycled, the player is unable to exit the iron sights or scope until the gun is ready to fire again.
I'll let someone else get the pleasure of posting the 100th open issue. :)
