The blowtorch moves as if it is being used when you right click part of a plane but it does not actually repair the plane part at all.

Ok, it turns out that it is just incredibly difficult to repair a plane. I tried it and I had to use F10 (debug mode) and get all sorts of different angles on the different sections of a plane to repair them and even then I was not always successful.
