If anybody read this before, I completely changed this ticket as I mistaked one cause of this issue for another. Sorry for any confusion I may have caused.

If you specify the MeleeDamage parameter on an item like that of the Binoculars from the modern warfare content pack, it disables the scoping capability on that item.
