If you put an Energy Upgrade on your tool (pickaxe in my testing) and have a battery that charges tools (like a Thermal Expansion Capacitor) you can't use it during charging. Both solutions are not optimal. If you keep your Capacitor or Battery in your inventory it counteracts any Speed Upgrades as you need to wait between mining 2 blocks a little bit until it charges, making mining slow. If you don't keep your Capacitor in your inventory you have to wait everytime your tool's energy runs low an extended amount of time until it recharged.
Maybe the capacitor charges too slow.
I can mine with 3 haste upgrades while charging with the cheapest AA battery and I don't have to wait
I tested some more and it's true that with some batteries it's barely noticable, but if you have a 5x5 Range Upgrade for example, you have to wait quite a bit to break the next block as it's not working while charging.
