Should rain/snow fill up ponds only in biomes where it can rain?

A the moment ponds will fill back up when it is raining no matter if it can even rain in that biome (snow or nothing in the desert).
This doesn't really make sense but it allows all biomes to fill up sinkholes in the ocean and stuff like that.
