Transfer modes broken.

Largest, smallest, default, priority 1, priority 0, priority 2, priority 100, all plugs transfer whatever they want. In my case it's 9 per second out of one bank, the balance out of the other, unless I put a third plug on the network in which case it tries to pull 100% from that one.
Seeing something similar with 1.2.3 in FTB Beyond 1.8.1. I'm not sure it's a change in Flux Networks, as I'm seeing the same behavior if I change back to 1.2.2 and 1.2.1 as well. SolarFlux solar panel bank with ~700m rf stored won't transfer enough to charge my capacitor bank that prior to FTB 1.8 was fine. No change in priority or modes seems to matter, it always shows a drain on my capacitor bank when there are flux network nodes on the solar panels that should be sending power. If I remove them and run a cable, it goes back to drawing enough power into the capacitor bank that it charges again.
Any thoughts on things to check/try? Wondering if the underlying Forge update or something like that is the issue.
Edit: The problem is only with EnderIO capacitors for some reason. Updated Solarflux and HammerCore, no change. Flux Network on Solar Flux panel and another on an EnderIO capacitor has 0 transfer, like the plug isn't connected (visually it is). Run a cable from the flux node that's touching the capacitor TO the capacitor and it starts transferring at the limit of the cable. Doesn't appear to impact any other machines with nodes directly on them; flux nodes on EnderIO farmers are still working. I'm at a loss.
