Describe the bug
Cannot transfer ownership to another character as player or OP. Option is dimmed out.

To Reproduce
Attempt to transfer ownership.

Expected behavior
Ownership is transferred

You need to double shift key, just like deleting the network. This one has been improved in 1.18
