Describe the Bug

After enabling/disabling resource packs, Minecraft either dies by infinite reload loop (which I experienced on Fabric) or crashes outright (which I experienced on Forge).

Reproduction Steps

1. Load a world with Flywheel and Create installed.
2. Enable or disable a resource pack.
3. Pain.

Expected Result

I expected to be able to continue playing the game after changing my resource pack setup.

I should note that this is probably again related to having Flywheel backend set to OFF, which I did every time I experienced this issue.
