would this mod still work fine if it was lowered to 47.1.0 to allow it to run with neoforge?

No idea. I'll lower the dependency range so you can try it, but I'm not going out of my way to fix NeoForge bugs since there's zero reason to use NeoForge on 1.20.1. Keep in mind that I'll be supporting NeoForge when Forestry updates to 1.21.1.
