Problem:
When mining I have noticed that miner's backpack collects only redstone, diamonds, coal and similar things, leaving raw ores (be it vanilla, forestry's own or from other mods).

Suggested solution:
Create RAW_MATERIALS tag in ForestryTags.java and add this tag to MINER_ALLOW section in ForestryBackpackTagProvider.java

At least that's what I think
