The farm will place new water blocks when old ones freeze. Eventually this will lead to every spot being water when they thaw out, and the farm won't attempt to place new farmland. The desired behavior would be that if there is ice or an ice variant (to cover all bases) it should act like there's still water there and not attempt to do anything about it.
