[1.12.2] Add the ability to change the Harvest Level in Survivalist's pickaxe.

The Survivalist's pickaxe has a very high level of production, equal to a diamond pickaxe. This is mostly unplayable if you consider the bronze pickaxes from other mods.
Please add the production level setting for the Survivalist's pickaxe.
