I would like to be able to use this mod as I did with NEI. I do not wish to deal with the complicated mess of feiopping everyone to do stuff, that they can do anyways using op-level commands.

In your Forever Enough Items' config folder, you have static.cfg. This file controls FEI settings that can not be configured in-game, including permissions. By setting required level of thing to USER, everyone will be able to use that thing.

I do not want everyone to use it though. I only wish for ops to use it. :/

Huh. This is getting interesting...
2 features come out of it, that will be implemented in 1.1:

1. Support for selectors in command.
2. Selective auto-opping.

I would like to add my request for built-in support for server permissions system...
For 1.10.2 ofcourse.
The Custom Starting Gear had its own built in permissions node I could use on my SpongeForge server.
I'd like the same kind of permissions node for FEI without the need of using /feiop from console.
