Hi,
NOTE: I have changed no configuration after initial install, set no rules, changed nothing about FE.
My problem is with changing game modes in multiplayer. I can change to 0, 1, 2 but NOT 3. I have attempted /gamemode 3, /gm 3, changing the 3 to sp, or spectator, it always returns "unable to find player: 3. This remains the same even when I add the player name in the command.
In single player changing works. (FE server not installed on singleplayer.)
/p list perms shows:

How do I enable spectator? What am I doing wrong?
