Describe the bug
I'm not able to set lever and chest protection.
Zone "LCity" inside zone "CITY". Zone "LCity" owner "DrLenna" should have all rights and it works. I as an admin (player "DrEngine") have all rights but lever/chest interact no. It works. My helper account-player "DrEngine2" is member of STDPL group and it can interact with levers and chests in "LCity". Thats WRONG. I don't know why.

Expected behavior
"DrEngine2" member of STDPL group should NOT have permission to interact levers and chests in zone "LCity".
