Add the option to apply overrides to smithing recipes as well as crafting ingredients, where vanilla tools are used.

The RecipeManagerMixin in the forgero-fabric module needs additional settings and functions for disabling/converting certain recipes. A new system for handling this more generally can be introduced, or it is possible to just follow the current way of converting recipes.
