[1.21] EntityElytraEvents are Invoked, but not functional

Minecraft version: 1.21
The Bug:
When attempting to use EntityElytraEvents.CUSTOM to register an event to grant the user Elytra Flight without the use of an ElytraItem, The event is successfully invoked, however, there is no functionality, I have verified the functionality of the Event on Fabric.
