[Suggestion] Config to disable nether and end portals (aether too possibly)

If you use the mod to lock dimensions to passing the required y-level, you can still work around it by making a nether/end portal.

Add a config to disable the making of these portals.

Also please add an option to disable aether portal creation if its present because its the portal mod of all time haha
